Egypt has a high per capita availability of water but demand approaches or exceeds the amounts available because of low irrigation efficiency in most areas.  Not only it is almost entirely dependent on water originating from outside the country, but also many farmers are dependent on the efficiencies of others, especially that they receive most of their water from drainage.
