Our Knowledge Output

In each of the three countries included in the project the focus shall be on three selected communities, where the core knowledge community consists of different segments of community end-users, the directly concerned district and governorate officials and other stakeholders related to these communities (NGOs and water service providers).

This Knowledge Community will develop knowledge about:

  • How to work together in a stakeholder platform.
  • How to collect, analyze, store and share useful information.
  • How to plan and manage in a participatory approach the water uses in communities, districts and governorates.
  • How to empower and enhance the involvement of the underprivileged groups in society.
  • How to better understand change processes in a world of increasing water scarcity.

In fact, it is the local community based organizations and end users which will be the most immediate beneficiaries from such knowledge. The second circle of users is comprised of government officials at both district and governorate levels, while the final circle will be the national and regional levels policy makers.

The guidelines and associated information that shall be produced by the Knowledge Community will be used to plan and implement concrete projects (from community level to governorate level) as to improve water resources management and development, taking due account of access, benefits and right issues. The people of the nine communities and the districts and governorates staff directly involved in the programme will hopefully continue to use all the generated information and planning instruments given in their hands. While the process documents and videos produced may serve as means for assimilating the EMPOWERS process and to stimulate national level policy dialogues, it is hoped that the approaches and tools developed can be assimilated, up-scaled and adopted in other governorates and countries in the Middle East and Mediterranean region.
