Who's involved?

Our Knowledge Community

All those involved in the EMPOWERS Partnership form aknowledge community for adopting participatory planning and information approaches in IWRD&M. They are different end-users in local communities, NGOs and CBOs, Government institutions at district and governorate levels (Water & Irrigation, Local Government, Agriculture, Health, Environment and others where relevant) and the relevant private sector.

Our Target Groups

The project targets a wider community of water stakeholders, starting from end users (men and women), irrigation managers, water and sanitation specialist, health workers, environmentalists and civil society at large. Local (village) level, district and governorate level and up to the national stakeholders are targeted in an attempt to influence both local practice and national policy dialogues. As mentioned, in each country the project will focus on three selected communities, where the core knowledge community exists of different segments of community end-users, directly concerned district and governorate officials and other stakeholders relevant for these communities (NGOs and water service providers).

Our Facilitating Partners

The programme is facilitated and implemented by thirteen organizations who have agreed to work together in a regional and three national partnerships in Jordan, Egypt and Palestine.

All partners have been working previously in the water sector, either as NGO, research institute, government agency or development institute. They share a main concern of insufficient interaction among different actors in the water sector and difficulties to empower the poorest end-users. Where many have been implementing water infrastructure projects at the community level, they were confronted with inadequate planning and no long-term vision to sustain activities.
