- The EMPOWERS Approach to Water Governance: Guidelines, Methods and Tools. This book contains guidelines, methods and tools for use in processes of planning and dialogue within and between local and intermediate levels. It describes a practical and logical framework of activities based on the involvement of those who use and manage water. The guidelines advocate a process of collaboration through dialogue, to bring about a change in the way water sector professionals and water users work with each other. (Available in Arabic)
- The EMPOWERS Approach to Water Governance: Background and Key Concepts. This booklet provides an explanation of the conceptual background to the EMPOWERS approach to water governance and is a companion volume to the above publication; EMPOWERS Approach to Water Governance: Guidelines, Methods and Tools. - The Inside Story: Process Documentation; Experience from EMPOWERS. This sheds light on process documentation. It answers the questions, what is process documentation and why, how, with whom and when it should be conducted? It also describes ways and means process documentation was applied in the three countries where the EMPOWERS project was implemented, to study meaning full processes and the responses of stakeholders to the changes a project tries to realize. It tells the inside story of change and resistance within the context of people’s culture and traditions.
- Doing Things Differently: Stories about local water governance in Egypt, Jordan and Palestine. This storybook documents the success stories, the challenges faced by people challenging the traditional way of how things ‘out to be’. People who do things differently; people with a bit of courage. - The Amman Seven Principles and Policy Recommendation for Improved Local Water Governance. The outcomes of a 2-year consultative process (November 2005 – Junes 2007) were summed up and consolidated into the Amman Seven Principles on Local Water Governance, and are presented here in this booklet together with their justifications and recommendations for policy and practice. These recommendations are primarily geared towards making stakeholder involvement in planning and management of the water resources effective; and towards creating an enabling environment for participatory local water governance. - EMPOWERS at a Glance. The final publication is an Overview of the EMPOWERS Partnership Programme 2003 – 2007. During the last four years, the EMPOWERS Partnership Programme has been developing and piloting innovative methods, tools and technologies for improving local water governance. This brochure provides a brief overview of the approach developed by The EMPOWERS Partnership and a description of the piloting that has taken place at the village, district and governorate levels over the duration of the project, from Sept. 2003 to August 2007.
